Effective immediately, the Singapore Ministry of Manpower has simplified the three traditional subcategories (Q1, P2, and P1 Passes) of the Employment Pass (EP) into a single, combined pass. Serving as Singapore’s primary work authorization for professional, executive, or managerial intra-company transferees, the traditional EP subcategories were determined by criteria such as salary levels, job positions, and other qualifications. After this announcement, however, all employees earning above SGD 3,300 per month will qualify for the single, combined EP.

The MOM has also confirmed that there are no changes to the S-Pass, Personalized Employment Pass (PEP), or the EntrePass at this time.

Changes to Dependent Sponsorship Eligibility

Resulting from this consolidation, MOM also announced the following in regards to dependent sponsorship eligibility:

  • Employees earning at least SGD 4,000 per month are eligible to sponsor the following dependents:

1. Spouse (Dependent Pass)
2. Unmarried Partner (Long Term Visit Pass)
3. Children (Dependent Pass)
4. Stepchildren (Long Term Visit Pass)

  • Employees earning at least SGD 8,000 per month are eligible to sponsor the following dependents:

1. Spouse (Dependent Pass)
2. Unmarried Partner (Long Term Visit Pass)
3. Children (Dependent Pass)
4. Stepchildren (Long Term Visit Pass)
5. Parents (Long Term Visit Pass)

Please note that EP holders earning at least SGD 8,000 per month were previously allowed to sponsor their parents, as well as their mother- and father-in-law. However, under the new classifications, an EP holder in this tier will only be able to sponsor his/her own parents for Long Term Visit Passes.
